Charter of the International Socialist Syndicate

Article I. Articles of Federation

I. Each member nation is entitled to all privileges and rights according to their rank as enumerated by this document.

II. Each member nation is prohibited from owing allegiance, fealty, or tangible debt to any political or military organization outside of the International Socialist Syndicate.

III. Each member nation is guaranteed the fullest capabilities of the International Socialist Syndicate in times of personal economic or security crisis.

IV. No member nation may commit acts of war without the consent of the International Socialist Syndicate.

V. In all votes, each member in good standing with their peers shall be allotted one vote.

VI. The Policies approved by the body public and enforced by the Chief Foreman of the International Socialist Syndicate are the framework that will make up this alliance and dictate the daily organization and roles not elaborated on in this Charter.

VII. All alterations to this document must be approved by a four-fifth (4/5) majority of all voting members.

A. All votes to alter the Charter must be public.

B. All votes to alter the Charter must be announced seven (7) days ahead of the scheduled date for voting.

C. All votes to alter the Charter will last seventy-two (72) hours.

D. When initially ratified, this document shall be reviewed ninety (90) days after that date for any necessary amending.

Article II. Organization of the Syndicate Congress

Section I. Chief Foreman of the International Socialist Syndicate

I. The Chief Foreman of the International Socialist Syndicate is the highest point of executive authority and international representation within the International Socialist Syndicate, and is charged with overseeing the implementation and execution of approved International Socialist Syndicate policies.

A. The Chief Foreman of the International Socialist Syndicate is responsible for assigning capable Foremen to the position of Syndicate Foreman, so that they may lead the Syndicate that best suits them; these Syndicate Foremen shall constitute the Foreman's Committee.

B. The Chief Foreman of the International Socialist Syndicate is ultimately responsible for the international security of the International Socialist Syndicate, and is empowered with the ability to declare war on the behalf on the International Socialist Syndicate with three-fifth (3/5) approval from the Foreman's Committee.

C. The Chief Foreman of the International Socialist Syndicate is the sole member which can speak on the behalf of, or designate a member to do so, the International Socialist Syndicate in any public capacity.

D. The Chief Foreman of the International Socialist Syndicate may repeal any Policy by Executive Action.

1. Repealing by Executive Action is effective immediately and further enforcement of the repealed policy is grounds for punitive action.

II. Selection for Chief Foreman of the International Socialist Syndicate is to be initiated with nominations by any member of the Foreman's Council.

A. Only members of the Foreman's Council are permitted to be nominated.

B. Any member of the Foreman's Council may be nominated, provided they are in good standing among their peers.

B. Nominations must occur no earlier than the last Monday of the third month.

III. Selection is made by a three (3) day, three (3) round election run-off between all nominees.

A. The First Round will eliminate all nominees who earn less than 25% of the approval of their peers.

B. The Second Round will eliminate all nominees who earn less than 10% of the approval of the Workers Union.

C. The Third Round will reward the nominee who receives the simply majority of votes from both the Worker's Union and the Foreman's Council from among the remaining nominees.

Section II. Foreman's Committee

I. The Foreman's Committee shall be made up of the five (5) Syndicate Foremen selected by the Chief Foreman of the International Socialist Syndicate for the purpose of directing the relevant Syndicates.

A. The Foreman's Committee shall be responsible for the daily maintenance and organization of the International Socialist Syndicate.

B. Each Syndicate Foreman is responsible for the organization of their relevant Syndicate and overseeing the execution of Policies relevant to their Syndicate.

C. The Syndicates are identified as the following: Education Syndicate, Worker Relations Syndicate, Foreign Relations Syndicate, Industrial Syndicate and Security Syndicate.

II. The Foreman's Committee shall be directly responsible for the execution of policies related to the organization of the Worker's Union.

A. The Foreman's Committee may pass Policies related to the organization of the Worker's Union by a three-fifth (3/5)vote.

III. Each Syndicate Foreman is responsible for the organization of their relevant Syndicate and overseeing the execution of Policies relevant to their Syndicate.

IV. The Foreman's Committee may repeal any Policy by unanimous decision.

A. This repeal places a two (2) day moratorium on the execution of the given Policy, with a full repeal at the end of the two (2) day period.

B. This repeal may be overridden by three-fourth (3/4) majority of voting members of the Foreman's Council within a twenty-four (24) hour.

1. If overridden by a three-fourth (3/4) majority, the moratorium is lifted immediately.

V. The Foreman's Committee is responsible for determining the security relevance of any pending or on-going votes, and is empowered with the ability to make votes anonymous or open at their own discretion.

A. The Foreman's Committee is empowered with the ability to make votes public or selective at their own discretion.

Section III. Foreman's Council

I. The Foreman's Council shall be made up of all members who have been nominated and accepted by their peers into the Foreman's Council.

II. The Foreman's Council shall be responsible for the political and technical oversight of the Federated Syndicate.

A. The Foreman's Council may remove any member of the Foreman's Committee by a three-fifth (3/5) majority of voting members.

1. All votes for removal of a member of the Foreman's Committee shall last forty-eight (48) hours.

2. If a member of the Foreman's Committee is removed from their position, a replacement shall be selected by the Chief Foreman of the International Socialist Syndicate.

B. The Foreman's Council may remove the Chief Foreman of the International Socialist Syndicate by a four-fifth (4/5) majority.

1. All votes for removal of the Chief Foreman of the International Socialist Syndicate shall last seventy-two (72) hours.

2. If the Chief Foreman of the International Socialist Syndicate is removed from their position, the Syndicate Foreman of the Education Syndicate shall become the acting Chief Foreman of the International Socialist Syndicate.

3. The acting Chief Foreman of the International Socialist Syndicate shall serve the remainder of the most previous Chief Foreman's term.

Section IV. Worker's Union

I. The Worker's Union shall be made up of all members who have not been accepted into the Foreman's Council.

II. The Worker's Union shall be responsible for assigning each of its members to a Syndicate best suited to their interests and abilities.

III. The Worker's Union may repeal any Policy related only to the organization of the Worker's Union by a three-fourth (3/4) vote of voting members in good standing with their peers.

A. This repeal places a two (2) day moratorium on the execution of the given Policy, with a full repeal at the end of the two (2) day period.

B. This repeal may be overridden by unanimous vote by the Foreman's Committee within a twenty-four (24) hour period.

1. If overridden by unanimous vote, the moratorium is lifted immediately.

Section V. Policies

I. Policies shall form the routine organization of the International Socialist Syndicate and dictate day-to-day functions of the International Socialist Syndicate.

II. Policies must be written to target a specific Syndicate, the Worker's Union, the Foreman's Council, or the International Socialist Syndicate at large.

A. Policies directed towards any specific grouping listed above excepting the International Socialist Syndicate at large may only be voted on by relevant members of those specific groupings in good standing with their peers.

B. Policies written with the intent and effect of retroactive punitive action against members are prohibited.

III. All policies are approved by a simple majority of relevant voters.

IV. Any member in good standing may author and submit a Policy for approval by their peers.

V. If approved policies appear to be in contradiction to the other, a forty-eight (48) hour moratorium shall be placed on the execution of both policies.

A. At the beginning of each moratoritum, each Syndicate must select one (1) member each who is not assigned to the Foreman's Committee to sit on an Arbitration Panel.

1.These representatives must be selected within twelve (12) hours of the start of the moratorium

B. The Arbitration Panel will have twenty-four (24) hours from the end of the twelve (12) hour selection period to determine an interpretation of the Policies which reconciles any contradictions.

1. The Arbitration Panel must have a three-fifth (3/5) majority agreement in the wording of the interpretation.

C. If the Arbitration Panel can not come to a three-fifth (3/5) agreement on an interpetation reconciling the policies, the Arbitration Panel shall be dissolved and the Chief Foreman of the International Socialist Syndicate shall issue an interpretation within the remaining twelve (12) hours of the forty-eight (48) hour moratorium.

D. If any interpretation is issued before the forty-eight (48) hour moratorium deadline, the moratorium shall be immediately lifted with the interpretation in full effect.

E. Any member may submit a Policy for Arbitration to the Worker's Relations Syndicate, which shall open a case on their behalf.

VI. All approved policies are to be displayed in view of the membership of the International Socialist Syndicate relevant to their current status.

A. At the beginning of every election cycle for the Chief Foreman of the International Socialist Syndicate, a three (3) member Audit Panel shall be selected from the membership of the Foreman's Council who do not currently hold a position on the Foreman's Committee or have held a position on the Foreman's Committee in the past three (3) months.

1. This panel is to be selected twenty-four (24) hours prior to the beginning of the selection of the Chief Foreman of the International Socialist Syndicate.

2. The panel is to be selected by a simple majority of votes by their peers.

B. The Audit Panel shall have full access to all relevant Policies created and enacted by the Foreman's Committee that are not viewable to the general membership.

C. If any Policy is found to indicate dishonesty on the part of the Foreman's Committee and their relations with the International Socialist Syndicate, the Audit Panel shall post the relevant information and an Arbitration Panel shall be formed.

1. Each Syndicate must select one (1) member each who is not assigned to the Foreman's Committee or Audit Panel to sit on an Arbitration Panel.

D. The Arbitration Panel will have twenty-four (24) hours to determine if any wrong doing has occurred.

1. The Arbitration Panel must have a three-fifth (3/5) majority agreement on a verdict in order for it to be binding.

2. If applicable, the Arbitration Panel is also responsible for determining any punitive actions to be taken should any wrong doing be found.
